Biography

He studied at the Aviation School in Kharkyv (ex-USSR/Ukraine today) and the Politican-Military Academy in Moscow, then he served in the Soviet Air Force. In 1993 Victor Gaiciuc returned to Moldova, which meanwhile broke independent from the USSR, and four years later he got appointed as a deputy minister of defense.

In 2001, Mr. Gaiciuc took over as the defense minister in the communist government of Prime Minister Vasile Tarlev. Shortly then he got promoted from colonel to general. In 2004, he lost the post at the request of the Supreme Security Council, amidst a scandal connected to illegal withdrawals (thefts) of weapons and munitions from National Army stores.

In 2005, Victor Gaiciuc received an appointment as Moldova’s ambassador to Belgium and resident representative to NATO.

He has two Faith to Fatherland Orders (2nd and 3rd degrees). He received one in 2007 from Communist President Vladimir Voronin and the other in 2012 from Acting President Marian Lupu. In 2017, Socialist President Igor Dodon, who was an economy minister in the communist government, awarded the Order of the Republic – the highest honor in Moldova – to Mr. Gaiciuc.

Also in 2017, President Dodon proposed Mr. Gaiciuc for the defense in the government of Democratic Prime Minister Pavel Filip, but his nomination was rejected.

Since 2010 he runs Acord Grup, an insurer in aviation risks.

Victor Gaiciuc won a seat in Parliament on the Socialist Party lists in the February 2019 parliamentary elections.

However, on 12 August 2019, he moved to the presidency, after Igor Dodon appointed him as his national defense and security adviser and secretary of the Supreme Security Council. He did not hold on to this post for too long. On 14 November 2019, two days after the no-confidence vote given by the Socialists and Democrats to the Government led by Maia Sandu, Gaiciuc became Minister of Defense in the new executive formed by Ion Chicu.

In March 2020, Gaiciuc is appointed secretary of the Supreme Security Council in the Cabinet of the President of the Republic of Moldova.

He returns to the post of minister of Defense in November 2020 in the middle of the election campaign for the position of president, after the representatives of the Government of the Democratic Party of Moldova (PDM) were removed from office. Among them is the Minister of Defense, Alexandru Pinzari. The dismissal of the four ministers, as well as of the deputy prime minister for Reintegration, appointed by PDM, came as a reply given by the Chicu Government to the decision of the political party, led by Pavel Filip, who announced that, after the elections from 15 November 2020, PDM will withdraw from the government.
