He studied at the Higher Military-Political School of Air Defense in Leningrad, Russian Federation, but his basic studies were completed at the State University of Moldova. Initially in the Faculty of History, then in the Faculty of Law, and later a Master’s in Economic Law.

His professional career is largely linked to SC GFC Holboca SRL, a company he founded in Iași, Romania, where he served as director for more than 5 years.

Meanwhile, he was also an economics instructor at the School of Advanced Journalism in Chișinău, a project of the Independent Journalism Center of the Republic of Moldova.

He is president of the Chisinau Territorial Organization of the Action and Solidarity Party (PAS), a member of the National Permanent Bureau, and vice-president of the party.

In the February 2019 parliamentary elections, he ran and won in Constituency No. 27 -Chisinau, as a representative of the ACUM electoral bloc, formed by the Dignity and Truth Platform and PAS.

He kept his seat as MP after the snap parliamentary elections of July 2021, when he ran in the 8th position on PAS’s list.

In July 2022, he was appointed Minister of Agriculture and Food Industry, a position he held for more than two years.

Vladimir Bolea’s mandate as Minister of Agriculture was marked by numerous farmers’ protests, with demonstrators bringing agricultural machinery to the Great National Assembly Square, as well as holding protests in other parts of the country. They demanded state compensation for damages caused by natural disasters and moratoriums from banks on loan repayments. Due to the agricultural situation, Bolea was summoned for hearings in Parliament several times.

Toward the end of his term, criticism intensified from some farmers’ organizations, which demanded his resignation, accusing him of incompetence and of serving the interests of “export monopolies”.

He was also forced to publicly apologize after swearing at a journalist during a press conference.

Nevertheless, he was promoted to the position of Deputy Prime Minister and Minister of Infrastructure and Regional Development (MIDR), replacing Andrei Spinu. But his work there was also contested, including through a simple motion in the spring of 2025, initiated by 24 MPs from the parliamentary faction of the Bloc of Communists and Socialists.

Among the reasons cited were the poor management of areas under the ministry’s responsibility, the lack of concrete actions to address current challenges, as well as delays in implementing nationally important projects on water supply and road infrastructure. After examination in plenary, the parliamentary majority did not support the simple motion.
