A graduate from the Law Department of the Republican College of Informatics and the Moldova State University, with a master of law degree. Viorica Dumbraveanu had worked in the social assistance area for almost two decades. Her career kicked off as a consultant at the Ministry of Labor and Social Protection where she grew first to a department chief, then deputy minister, and finally a state secretary.

In July 2019 Mrs. Dumbraveanu got hired as an adviser on social development policy for the Moldovan President Igor Dodon. Months later she was promoted to the rank of minister of health, labor, and social protection in the government led by Ion Chicu, himself an ex-adviser for Dodon.
