Ion Caracuian graduated in 2000 from the law department of the Moldovan State University and in 2002 earned a post in the General Prosecutor’s Office. Already in 2010 he was appointed as chief of the anti-torture department.

In December 2019 Dorin Compan left the leadership in the Prosecution Office against Organized Crime and Outstanding Cases (PCCOCS) to get an assignment at the Anti-Corruption Prosecution Office, and Ion Caracuian secured the interim position at the PCCOCS.

In September 2020, Caracuian wins the contest and becomes head of the PCCOCS, only that, a year later, against the background of the detentions of prosecutors from the General Prosecutor's Office, he resignes from the system, citing personal reasons.
