This is the oldest family business of oligarch Vladimir Plahotniuc. Its original name was the Center for the Offense Prevention and Rehabilitation of Minors - or Minor SRL - which changed in 2008. Founded in 1993, the direct connection with Mr. Plahotniuc surfaced in 1998, when Oxana Childescu, his girlfriend, took over 90% of shares and later another 5%. Five years later Miss Childescu sold her part in the firm to the oligarch’s sister Vera Plahotniuc, who at that time wore her husband’s family name Morozan.

In 2005 Finpar Invest SRL changed hands in the United Kingdom, Belize, the Netherlands, and Cyprus, being represented by individuals close to the oligarch - Olga Dnestrean, Andrei Ursachi, Cristina Bălan, Cezara Salinski, and Andrian Candu.

In May 2010, Finpar Invest absorbed two firms in Chisinau - Ghiocel Dalb SRL, which owned and ran a restaurant building in a park in the capital (“La Izvor”) - and Briat&Co SRL, which owned a defunct cafe building (“Guguta”) in the central public garden in the very heart of the city. Finpar Invest’s equity capital increased from 171 million up to 207 million lei as a result of those operations. Over the years the company’s equity capital soared to almost half a billion lei and Finpar Invest rose to become the gemstone of Mr. Plahotniuc’s real estate empire.

When the oligarch embraced a political career in 2010 and, later, grabbed the Democratic Party (PDM) leadership, the company started a sales spree to get rid of its properties - mostly in Chisinau: a chain of seven gas filling stations (2015), Codru Hotel (2016), Guguta Cafe and Ghiocel Dalb Restaurant (2017), the Global Business Center complex, a historical villa, and a 10-hectare land plot near the Northern Bus Station.

After PDM lost the power in June 2019 and Vladimir Plahotniuc fled from Moldova, the National Anti-Corruption Center confiscated a number of properties from Finpar Invest, as its owner was formally charged with money laundering. Among the properties seized by the Government, there are the luxurious Nobil Hotel and the General Media Group studios at Moldexpo Exhibitions Center, which hosts the television stations Prime, Publika, Canal 2, and Canal 3, as well as the radio stations Publika FM and Muz FM.
