Viorel Morari began his career as a prosecutor in 2002 and later held a number of administrative roles in the Prosecutor-General’s Office (PGO), in the Anticorruption Prosecution Office (APO), and in the High Council of Prosecutors (HCP). In 2016 he was appointed the chief of the Anticorruption Prosecution Office.

In the spring of 2019, in an anonymous letter, republished by several media institutions, Morari was accused of involvement in an attempt to take over a business. The APO then rejected the allegations in the letter and described them as an attempt to "denigrate the image of the institution". The prosecutor resigned over this allegation but changed his mind shortly afterwards, asking a court of law to reinstate him in office. The interim prosecutor-general Dumitru Robu gave back the job to Viorel Morari in September 2019, citing “the amiable settlement of the conflict” between the two men.

Morari’s further activity at APO wasn’t long though. On 9 December 2019 - days after his investiture as the new prosecutor-general - Alexandr Stoianoglo ordered a comprehensive check at APO and at the Prosecution Office for Investigation of Organized Crime and Special Cases (PCCOCS), removing Mr. Morari from office and assigning him at a desk in PGO for one month.

Meanwhile the Chisinau Court canceled Mr. Robu’s order at the request of PCCOCS’ former director Nicolae Chitoroagă. The Chisinau Court of Appeal later overturned the decision of the first instance.

At the beginning of 2020, two criminal cases were initiated in the name of Viorel Morari. In one case - which already reached a court for examination - Mr. Morari is charged with abuse of office, forgery of official documents, and obstruction of justice. A PGO press release reads that he had accepted a complaint from oligarch Vladimir Plahotniuc, at that time leader of the Moldovan Democratic Party, against Veaceslav Platon, a controversial businessman. The latter was accused of defamation. Based on that complaint Mr. Morari ordered a subordinate to file criminal charges against Mr. Platon, dating the formal procedure’s start date earlier in time.

In a second case, Viorel Morari was charged with illegal enrichment and money-laundering at large scale while misusing his official status. According to prosecutors, Mr. Morari, through his family members and other close people, allegedly laundered large sums of cash, and, therefore, his parents and brother acquired in return land fields and estates worth tens of thousands of euros.

Also in January 2020 the High Council of Prosecutors relieved Mr. Morari from his duties at the Anticorruption Prosecution Office until a final court verdict.

In June 2020, PCCOCS prosecutors decided to remove Morari from criminal prosecution in the case of illegal enrichment, given that not enough evidence has been gathered to charge him.
