She has a doctorate in historical sciences and a doctorate in teaching sciences. She studied History and Social Sciences at the "Ion Creanga" Pedagogical Institute in Chisinau (currently "Ion Creanga" State Pedagogical University). She also completed a full course for the doctor’s degree in history at St. Petersburg State University, the Russian Federation.

Her professional career started in 1986 as a teacher of history at a school in the Moldovan capital of Chisinau. Later, she worked as a lecturer at the “Ion Creanga” State Pedagogical University. In 2002-2003, Lilia Pogolsa acted as a deputy minister of education, returning to teaching practice upon completion of her assignment in the Government.

In 2008 she was appointed as the director of the Education Sciences Institute, and nine years later, in May 2017, she again worked as the deputy minister of education. Not for long though, because in November same year she resigned to take over again as the head of the Institute.

In November 2020, in the middle of the presidential election campaign, Lilia Pogolsa was appointed as the minister of education, culture, and research, replacing Igor Sarov, a Democrat who got removed along with the entire cabinet of Pavel Filip.

According to her statement of property and interests, Lilia Pogolsa lives in a house of over 250 square meters and drives a Porsche - none of which is officially owned by her. What belongs to her is a 108-square-meter apartment in the Russian Federation.
