A graduate from the Moldovan Technical University’s department of industrial and civilian construction, Pavel Spinu had held various positions in construction cooperatives and associations, as well as in the Criuleni Communist Party committee, before joining the private sector.
In 1992, Mr. Spinu founded Agroconstructia SRL, an international motor company, which he ran until 2019. This firm also owns a license for construction business. In parallel, during 2014-2018, he was a member and the secretary of the managing board of the Moldovan branch of the International Auto Transportation Association.
Mr. Spinu entered politics in 2015, the year he joined the Dignity and Truth Platform (DA). In the local elections on 20 October 2019, he earned a seat in the Criuleni district council as a candidate from the ACUM bloc (DA plus Action and Solidarity Party), but four days later he quit DA. In December same year he was elected as chairman of the district council.
The State Chancellery sued Pavel Spinu in 2020 over his decision earlier that year to award more than 13,000 lei for fuel and cash aid to an outgoing female employee at the Criuleni finance department. In February 2021, a court found that the State Chancellery’s filing “lacked legal grounds.”
