A graduate from the Polytechnical Institute „Serghei Lazo”, today the Moldovan Technical University, Vitalii Lupasco is a construction engineer by training. He worked in constructions until 1994, the year he was appointed a building site chief, and later as the manager of Drumuri-Briceni SA.
According to his CV, between 2010 and 2015 he acted as a manager of the Briceni branch of a number of insurance firms such as ASITO, Alliance Insurance Group (formerly Victoria Asigurari), and General Asigurari – all of these being affiliated in the past with the controversial businessman Veaceslav Platon.
In 2015, Mr. Lupasco became a district councilor in Briceni on behalf of the Moldovan Socialists Party. With the same party he renewed his mandate during the autumn 2019 elections, and then voted by colleagues to act as the chairman of the Briceni District Council.
