An economist by training, with studies in Moldova and Finland, he worked for five years as an international consultant and project coordinator (chief of party) in Balkan and ex-Soviet countries.
During 2009-2013 he served as deputy head of the Directorate for Policy, Strategic Planning and International Assistance in the Government led by Liberal Democratic Prime Minister Vladimir Filat. The next three years he led the Economic Council of the prime minister.
When President Nicolae Timofti proposed Ion Sturza to run for the premier’s seat, in late 2015, Mr. Alaiba appeared as the candidate for the post of the minister of youth and sport. Ion Sturza however failed to win support in the Parliament in January 2016 over the lack of quorum.
In 2017 Mr. Alaiba co-founded the Policy and Reforms Center (CPR Moldova), a non-profit for democracy and human rights.
At the February 2019 parliamentary elections he joined the ACUM bloc and ran for a seat on behalf of the uninominal constituency №51 USA-Canada, which secured his victory with 2,206 votes over his counter-candidates.
