Mr. Litvinenco is a graduate of the Faculty of Law at the State University in Moldova (2005), and earlier - of the Republican College of Informatics and Law (2001).
Throughout his career he worked as a legal consultant in various externally funded projects, coming from structures such as the World Bank, UNICEF or USAID, and through which is provided advice to state institutions. Among them was the Ministry of Education, which at the time was led by Maia Sandu, the future leader of the Solidarity and Action Party (PAS), a party in which Litvinenco later became a member of the National Permanent Bureau.
In the parliamentary elections of 24 February 2019, he was listed ninth in the national list of ACUM electoral bloc, consisting of PAS and the Dignity and Truth Platform, a position that secured him a seat as a deputy. In the new Legislature, Litvinenco was appointed chairman of the Committee on Legal Affairs, Appointments and Immunities.
He obtains a new legislator mandate after the early parliamentary election in July 2021. However, in August, he is proposed and voted Minister of Justice in the Gavrilita Government.
