He is a hydro-technical engineer by training, graduating in 1977 from the Frunze Agricultural Institute – currently the Moldovan State Agricultural University – and then continuing his studies at the Academy of Public Administration in 1997.
His career kicked off at a technical school of a Soviet collective farm in Anenii Noi town, as an engineer. In 1988 he began jumping from one job to another, and all in the public sector: first as the head of the District Center of Training for the Armed Forces, next as the head of the Department for Social Assistance and Family Protection, and then as the director of the Social Insurance House Branch in Anenii Noi.
During the 2015 local elections, Ion Vicol won his first mandate as a member of the Anenii Noi district council. He ran again in the 2019 local elections as the top candidate of the Socialists Party; he earned another mandate. In November he was elected chairman of the district council in Anenii Noi.
