Upon graduation from the Law Institute in Kharkiv, Ukraine, in 1979, Dumitru Pulbere returned to Moldova and acted as a state prosecutor in three districts. In 1998 he succeeded election in parliament on the lists of the Movement for a Democratic and Prospering Moldova - today the Moldovan Democratic Party. There he led the commission for law, appointments and immunity.
Mr. Pulbere cut his mandate short, after three years, by accepting a post of judge in the Constitutional Court; he worked there until 2013. Moreover, in 2007 he took over as chairman of the Court and lost this post in a no-confidence motion in 2011, amid a public scandal over his comments of political nature.
During 2013-2018, Mr. Pulbere stayed out of the public service. In 2017 he was invited in the Civil Society Council that advises President Igor Dodon; he chairs the commission for constitutionality and human rights there.
Dumitru Pulbere is a member of the High Council of Prosecutors since 2018 and the Socialist faction proposed him to a new term in the Constitutional Court. As the legislation in effect would not let Mr. Pulbere to seek another term in the Constitutional Court the vacancy has been offered to Vladimir Țurcan.
