Denis Ulanov runs a private law office named after him for many years and is one of lawyers who defended Ilan Shor for his role in the 2014 bank fraud. Mr. Shor has been sentenced to seven years and six month in prison but never spent a day there.

Ulanov’s name appears in the #PanamaPapers scandal over his legal services for companies involved in the seizure of parts of the state-owned brandy maker Aroma. Mr. Ulanov also provided legal assistance for the Banca de Economii (BEM), which was trying to recover loans from debtors during the time Ilan Shor had chaired the BEM managing board. BEM is one of the three banks stripped of cash in the 2014 fraud. Around one billion US dollars was stolen and hidden in offshore jurisdictions overall.

In the February 2019 elections the Shor Party secured a seat in Parliament for Denis Ulanov, who was in the party list.
