Corneliu Groza graduated from the "Ştefan cel Mare” Police Academy in Chisinau in 1995 and then he worked as a crime investigator at the Police Commissariat in the Riscani District of the capital. Later he worked in the criminal police in Botanica District and between 1997 and 2002 he acted as an inspector at the economic crime police, solving cases related to budgetary mismanagement, transborder offense, and transportation offense.

Until 2015 he had worked as the acting commissar of the Cantemir District and chief in two police commissariats in the capital: Ciocana and Center, and then he was promoted to the post of head of the National Investigations Inspectorate. There he worked for one year only until taking over as the head of the Police Department of Chisinau. Mr. Groza had also acted as a member of the Joint Control Commission, a three-party body that oversees the ceasefire agreement with the unrecognized Transnistrian republic.

During his tenure as chief of the capital’s police force, in 2018 Corneliu Groza was caught in the midst of a probe along with other police officers who were charged with various counts over the death of Andrei Brăguță. The latter, a 31-year-old man was arrested for a verbal fight with a police patrol. He landed in the Penitentiary #13 in Chisinau, where he died as a result of beatings by inmates, under the tacit approval of prison guards.

Mr. Groza quit from the police service in July 2019 but five months later he changed his mind, accepting the post of director of the Border Police Inspectorate, for a fixed five-year term.
