Anatolie Galben started as a police officer in the Patrol and Sentry Battalion #1 in Chisinau in 1991. Six years later he advanced as the interim deputy of the district prosecutor in Ialoveni. In 1999 Mr. Galben worked at the Prosecutor-General’s Office and in 2002 he returned to the Ialoveni Prosecution Office.

In 2004 Anatolie Galben changed his occupation, taking a five-year assignment of investigative judge in Ialoveni District. In 2008 he obtained a transfer to the Riscani District Court in the capital and worked there for ten years. In 2018 he was appointed as a judge at the Court of Appeal in Chisinau and in parallel he served in the High Council of Magistrates.

Anatolie Galben attracted media criticism for doing justice outside the courtroom. In April 2009 he issued 33 sentences without fair trial in police stations on the names of anti-government protesters. Nine people were slapped with arrest warrants without proper legal defense. An inquiry commission in the Parliament found that Mr. Galben and many other judges blatantly violated laws by holding the process of justice in a police station.

During his career Anatolie Galben has been twice reprimanded by the High Council of Magistrates, but both times he escaped with “warnings”. In 2013 he was sanctioned for “denying the rights and freedoms that are guaranteed by the European Convention of Human Rights and domestic laws.” One year later he was sanctioned for removing a lawyer from the case, thus denying the suspect the right to defense.

A RISE Moldova investigation shows that during his service at the Riscani District Court Mr. Galben acquired a government-subsidized apartment. The judge motivated his application with the need to support his two children.
