She started off in the judiciary system in 1987, the year she was appointed a judge in Hincesti. In 1995 Tamara Chisca-Doneva was already employed at the Riscani District Court in Chisinau. A year later she took a job at the Moldovan Court of Appeals and in 2003 she entered the Supreme Court of Justice (CSJ). In 2019, Mrs. Chisca-Doneva held the interim chairmanship in the Panel for Civil, Commercial, and Administrative Disputes at CSJ.
The magistrate was part of the panel that issued decisions which later have led to the condemnation of the Moldovan Government at the European Court of Human Rights. The High Council of Magistrates later found four decisions issued by Judge Chisca-Doneva during 2016-18 that have been under the scrutiny of the Strasbourg-based court.
