Upon graduation from the Alexandru Ioan Cuza Police Academy in Bucharest, Romania, Mr. Flocea got hired in the tax service in the town of Edinet. In 2002 he took over as an inspector at the Center for Combating Economic Crimes and Corruption (CCCEC or CNA today: National Anticorruption Center), and four years later, then first Deputy Premier Zinaida Grecianii, employed him as her adviser in the Communist government. In 2008 Mrs. Grecianii became the new prime minister and Ruslan Flocea advanced to the rank of senior state counselor.

When the Communist government fell in 2009, Mr. Flocea returned to CCCEC, first as the chief of staff, then as the head of the Special Investigations Department, and during the period 2014-2016 he led the Central Division of CCCEC.

At the end of 2016 Mr. Flocea got promoted to secretary-general of the staff of the newly-elected President Igor Dodon. When the Socialists allied with the ACUM bloc and formed a new government, Mr. Flocea became CNA’s new director. The won the job in a public contest and earned the Parliament’s aproval for a five-year term. President Dodon signed a confirmation decree.
