He is a graduate from the National Trade College of the Moldovan Academy of Economic Studies. He also completed a course in law at the Moldovan State University. His CV says that in 2015-2017, Viorel Jardan attended a master’s program in management and marketing of organizations at the Romanian-American University in Bucharest.
From 2010, Mr. Jardan has acted for five years as a director of the football club Milsami Orhei, which was acquired meanwhile by millionaire Ilan Sor, and another ten years as chairman at the football club Codru in Lozova.
In 2011, while still a second-year student at the university, he took an interest in politics. He was elected as a member of the Lozova local council as part of the Moldovan Democratic Party (PDM) team. In 2016, during his second term as a councilor, he was convicted by a court of law for deliberate neglection of a mandatory enforceable order that had obliged the Lozova mayoralty to sell a land plot. As the prescription period ran off, he was never held accountable.
Again in 2015, he was elected as a member of the Straseni District Council from PDM.
In 2016, he was appointed the director of the Center Regional Development Agency, an autonomous branch of the Ministry of Agriculture, Regional Development, and Labor; he worked in that position for five years.
During the February 2019 parliamentary elections, Viorel Jardan was a PDM candidate under number 40, with no vacant seat available for his position. In the autumn of the same year, though, he was re-elected to the district council in Straseni. In December 2021, Mr. Jardan was promoted to the leadership of the council, following the dismissal of his predecessor Pavel Tamaciuc.
The politician holds 50% in Clasic Mobile SRL, a firm he founded in 2016 in furniture trade. During its first year of business, the firm reported 598,000 lei in sales and 678,000 lei in debts. In 2020, its revenues amounted to 2 million lei, growing from two to eight employees in four years.
The police have spotted Viorel Jardan twice while driving under alcohol, in 2015 and in 2018. In the first case, he was never tried due to the expiry of the prescription term. The second time, the Chisinau Court found him guilty and ordered him to pay a fine of 17,500 lei. His driving license was withdrawn for two years. The Chisinau Court of Appeals maintained the ruling issued by the lower court.

In 2018, Viorel Jardan was caught drunk driving again, with 0.23 mg/1 of alcohol in exhaled air. For this, the Chisinau Court fined him 17,500 lei and deprived him of the right to drive for a period of two years. Jardan challenged the decision, but the Chisinau Court of Appeal upheld the first-instance decision.
